Text version of this film

Right to Buy was launched in 1980.
Implemented by Margaret Thatcher’s Conservative government, it offered council tenants the right to buy their homes at discounted rates.
Since its launch, the legislation has seen over six million council homes in England and a further 400,000 homes in Scotland transferred to private ownership.
This in turn has been directly responsible for fuelling house price growth at every level of Britain’s housing market.
