Grown women are alike the puzzle and
the despair of the prison reformer. At
the present time 80 per cent. of the women
in gaol are "old hands" - they have re-
turned again and again; there are nearly
3,000 women to-day in prison who have re-
turned for the 20th time.
Experience shows that to imprison a
woman is the worst possible course to
pursue, and other more-successful methods
are now available. The house of deten-
tion and the Borstal system show most
encouraging results.
