I am directed by the justices of the Borough of Henley-upon-Thames, to ask your opinion in the following matter: - During the past six months the Number of cases brought before the Borough Bench against parents for neglecting to send their children to school have greatly increased…(text omitted)…Repeatedly parents when before the Bench say they have used all the means in their power to keep their children at School, but they play truant - they ask the Bench to order the particular child to be birched instead of inflicting a fine, which of course falls on the parent….
