Caricature of Viscount Halifax, Conservative Foreign Secretary between 1938 and1940 under Neville Chamberlain. Halifax was a supporter of Chamberlain's appeasement policies. He was strongly in favour of a negotiated settlement with Germany in May 1940 and was widely tipped to replace Chamberlain as Prime Minister.
