Public sector information (PSI) constitutes a vast, diverse and valuable pool of resources. In Market Assessment of Public Sector Information (commissioned by the Department for Business Innovation and Skills in 2013), the value of PSI to consumers, businesses and the public sector itself in 2011/12 was estimated to be approximately £1.8 billion (in 2011 prices). Since the 1990s, government policy has been to open up this resource to facilitate its re-use.
Re-use of PSI provides enormous opportunities for economic and social benefits, while also promoting transparency and accountability of the public sector. Government policy is that, wherever possible, PSI should be made available for re-use on Open Government Licence (OGL) terms. OGL is the default licence for Crown copyright and Crown database right materials, and the Keeper of Public Records has discretion over applications for a Delegation of Authority to diverge from OGL terms.
