This is part of a letter from Prime Minister William Gladstone to
Queen Victoria, outlining the government's plan to introduce a new
franchise Bill in the forthcoming year. The Third Reform Act of 1884
gave the counties the same electoral qualifications as the boroughs.
With the majority of adult males now entitled to vote, the total exclusion
of women was even more evident.
