people in South Africa to Lord Milner, the British High Commissioner.
The resolution protests at laws and measures 'enimical to our welfare…
calculated to harass and annoy us without cause'. Such measures
were the forerunners of the official policy of apartheid introduced
in South Africa in 1948.
