This cartoon shows William Gladstone, the Prime Minister, grappling
with long-standing disputes over land between Protestant landowners
and Catholic tenant farmers in Ireland. Gladstone was determined to
bring peace to Ireland. His Land Act of 1870 was an attempt to remove
rural grievances, which caused unrest and were destabilising British
rule. The Act was intended to give tenants fair rents and secure tenure.
