Includes branch to communicate with the authorized Darlington and Barnard Castle railway; branch to shorten and improve the Wear Valley railway near Waskerley, county Durham; branch from the Wear Valley railway near Towlaw to the Wear Valley railway near Wolsingham; branch from the Wear Valley railway near Crook to Stanley and Wooley and diversion of highway from Crook to Billy Row and Steel House; land at Hownes Gill, county Durham for erection of a bridge; diversion of Boroughbridge to Durham Turnpike road in the parish of Darlington; private road from Ormesby to Cleveland Port to be converted into a public highway; land at Cleveland Port for general purposes & land at South Stockton for stations and general purposes. Engineers: John Dixon and William Cudworth.
