Administrative / biographical background:

The Sunderland H.M.C. was established in June 1948, in the wake of the 1946 National Health Act. Prior to this, hospitals had been run either on a voluntary basis or had been governed by local authorities. From June 1948 all municipal hospitals and most of the voluntary hospitals were transferred to the control of the minister of Health, and were administered by Regional Hospital Boards. The only exception to this rule was teaching hospitals.
