Administrative / biographical background:

The Liverpool Municipal Officers' Guild was founded c. 1896, Herbert E. Blain being a principal founder and the secretary of the association for some years, before his departure for London in 1903. A forerunner of NALGO, it was probably the first organisation of local government officers outside London, where there had been an officers' association since 1894. The annual subscription to the Guild was five shillings and benefits for members included a quarterly social event, special terms for libraries, theatres etc., trade discounts and sports, instructional, artistic and other activities, organised by committees. The Guild also published the Guild Gazette (copies of which are available in the Local History Library: Hq. 331. 8 MUN).
