Administrative / biographical background:

A Local Board of Health for the Township of Westhoughton in Bolton Poor law Union was established in 1872. In 1894, Westhoughton became an Urban District, the area of which was extended in 1898 by the addition of a large part of Over Hulton Township. In 1974, the whole of Westhoughton became part of Bolton Metropolitan Borough.
