Administrative / biographical background:

Following the extension of the County Borough in 1898, the 'Bolton Added Areas', which had formerly comprised the Astley Bridge Urban District, and part of the Bolton Rural District, were rated differentially. District Committees for these areas were appointed by the Borough Council on 9th November, 1898, "... to take primary action in respect of all matters affecting them included under the term 'Sanitary Purposes' as defined by the Bolton Improvement Act, 1877, and also to make representations to the Council upon any other matter relating to their districts within the jurisdiction of the Council". Under section 167 of the Bolton Improvement Act of 1922, the differential rate was abolished for all the areas except Astley Bridge; the District Committees, except that for Astley Bridge, were dissolved, with effect form 1st April 1923
