Administrative / biographical background:

The Districts Sub-Committee was appointed on 17 January 1876 to receive reports from district committees and Organising and Assistant Organising Secretaries and to give ordinary instructions regarding District Committee work. Difficult cases were referred to the District Sub-Committee for discussion. The Sub-Committee appointed district secretaries, assistant secretaries and other staff to the district offices. In the 20th Century it became increasingly engaged in the administration of special funds for pensions and other kinds of relief. In 1946 it was replaced by the Establishment Sub-Committee and the Cases Sub-Committee. The Establishment Sub-Committee had responsibility for staff and accommodation, including staff at Central Office, and supervised the work of the district committees. In 1950 the Establishment Sub-Committee was abolished and its functions were transferred to the newly formed General Purposes Committee (see A/FWA/C/A9/1-2). The Cases Sub-Committee was responsible for grants to particular cases from the special funds administered by the F.W.A.
