Administrative / biographical background:

W.A. Bailward began work with the Bethnal Green C.O.S. Committee in 1886. He became Chairman both of this committee and the Administrative Committee of the C.O.S. as well as serving as a Guardian of the Poor for Bethnal Green for about twenty-five years.

 

On his death in March 1918 his brother, General Bailward, founded in his memory an exhibition to be held each year by a boy or girl educated in the Bethnal Green Poor Law Schools. The endowment was formed by two houses, nos 14 and 16 Camden Street, Bethnal Green.
