Administrative / biographical background:

Stephen Ballard was born in 1804 at Great Malvern in Worcestershire. His initial training was as a gardener and nurseryman, and then as a builder. In 1827 he became clerk to the Herefordshire and Gloucestershire Canal Company. Under his management, the canal from Gloucester to Ledbury was completed to Hereford.

 

He then became engaged in drainage works on the Bedford levels in the fens. His experience of this kind of terrain led to his work for carrying the Great Northern Railway in its length between Peterborough and Huntingdon. This led to his engagement in other railway constructions, notably the Worcester and Hereford Railway. He lived for some years at Ledbury in Herefordshire and eventually settled at Colwall.
