Administrative / biographical background:

The Rural Sanitary Authority set up in 1872 under the control of the Guardians of the Winchcombe Union was superseded in 1895 by the Winchcombe Rural District Council. By virtue of the 1935 County of Gloucester Review Order the Rural District was dissolved and the constituent parishes transferred to Cheltenham Rural District

 

Between 1954 and 1962 Mr Lindsey was a partner in the Winchcombe solicitor's firm of Stephens and Lindsey.

 

H W Stephens served as Clerk to the Rural District Council
