Administrative / biographical background:

A Rural Sanitary Authority under the control of the Guardians of Westbury-on-Severn Union was set up in 1872. It was dissolved in 1895 and replaced by a Rural District Council, originally intended to be known as Westbury-on-Severn, but changed before its first meeting to East Dean and United Parishes Rural District Council
