This local authority, set up under the County of Gloucester Review Order in 1935, took over responsibility for the areas formerly administered by the Stow Urban District Council and the Campden and Stow Rural District Councils, as well as for certain parishes in the Pebworth, Winchcombe and Shipton-on-Stour. Rural Districts.

In 1974 the whole of the North Cotswold Rural District became part of the new Cotswold District.
