Administrative / biographical background:

The Rural Sanitary Authority for Cheltenham Union, set up in 1872, was superseded by Cheltenham Rural District Council in 1895. In 1935 the area under its control was expanded by the inclusion of parishes formerly administered by Tewkesbury and Winchcomb Rural District Councils, dissolved in that year under the County of Gloucester Review Order.
