Administrative / biographical background:

A Local Board of Health was set up in Bisley, c. 1865. It was originally intended that this be superseded in 1895 by an Urban District Council under the 1894 Local Government Act. However, by Local Government Board Orders 32, 067 and 32, 167 the proposed Urban District Council was dissolved and Bisley added to Stroud Rural District
