Administrative / biographical background:

A Local Board of Health for Westbury-on-Severn was set up in 1863 and remained in existence until superseded by an Urban District Council in 1895. This was dissolved under the terms of the 1935 County of Gloucester Review Order and the town was added to the Gloucester Rural District
