Interim Director of People, Inclusion and Change
About
Lucy is currently sharing the role of Interim Director of People, Inclusion and Change with Hannah Lee, following the departure of Andrea Metcalf in September 2025.
Lucy joined The National Archives in May 2025 as the Head of Organisational Design, Development and Change. With experience across government, private and non-profit sectors, she has specialised in transformation and people change, organisation design, strategic HR, and developing inclusive cultures through engagement.
She spent ten years working in the Cabinet Office working on a number of transformation and reform programmes across multiple departments at senior level. She has also previously led the Private Office at Government Digital Services, working with Ministers and Permanent Secretaries across government and holding roles focusing on digital transformation, culture and engagement. Prior to joining the Civil Service, Lucy worked in education, media, ran a charity and a collaborative consultancy working with various clients on technology initiatives, communications, events, engagement and projects focusing on societal challenges.
A Fellow of The Chartered Institute of Personnel and Development (CIPD), Lucy has an MSc in Applied Positive Psychology and a Postgraduate qualification in Organisation Design & Development.
