The National Archives does not hold a licencing policy for usage of ProQuest via Kew National Archives. The Parliamentary Papers resource has been produced by ProQuest through a licence with the Parliamentary Archives. As such, we are not privy to their licence. However, The National Archives has been granted gratis access to this product at Kew without any requirement for a license, because these records are due to be moved to The National Archives.
Please note that our contracts require all licensing partners to provide free-of-charge access to the records within the publication for use by staff and members of the public at Kew. This reflects access to the physical record at Kew. We do not have a specific policy related to whether members of the public can’t come to Kew due to illness.
