Extract from the first Union of Democratic
Control (UDC) leaflet, 'The Morrow of the War', 1914. Founded in August 1914 by a group of prominent intellectuals and pacifists that included Norman Angell and Bertrand Russell, the UDC acted as a pressure group on the British government's wartime policies. Its manifesto for a lasting post-war settlement was outlined in the leaflet on 'The Morrow of the War', which was first published in the Manchester Guardian in September 1914. The proposals foreshadow the ideas of national self-determination, collective security and arms reduction that characterised US president Woodrow Wilson's 1918 'peace programme'.
