Joseph Chamberlain and 'municipal socialism'

After making his fortune in manufacturing, Joseph Chamberlain (1836-1914) devoted his life to politics. As mayor of Birmingham he embarked on a policy of municipal socialism, providing social housing and free public libraries. Elected MP for Birmingham in 1876, he took his policies of social reform to Westminster, became a Cabinet minister, and was a strong supporter of imperialism.
