| Towards the end of 1901, Gerald Balfour, President of the Board of Trade, drew up a Cabinet paper on 'alien immigration'. He rejected claims that immigrants were responsible for disproportionately high crime rates, pauperism and dependency on poor relief, or for undercutting the wage rates of British workers and thus lowering living standards, but acknowledged problems of overcrowding in certain areas heavily populated by immigrant groups. This Cabinet paper was followed by the royal commission of 1902. |
