[An Act for granting certain duties upon the trade in coffee and coconuts of the colonies or plantations; and on china exported to America; and for better preventing the secret running of goods in the colonies and plantations.]

It is expedient that a tax should be raised, in your Majesty's dominions in America, in order to pay for the administration of justice, and the support of the civil government, and furthermore to pay for defending, protecting, and securing the said dominions; we, your Majesty's most dutiful and loyal subjects, the Commons of Great Britain, in Parliament assembled, have therefore resolved to allow your majesty to collect several rates of tax.
