In the 1990s a researcher looked at over 1,000 types of punishment of young offenders used all over the world. When he wrote it up he called his article "Nothing Works", because that was what he found.

The re-offending rate was high so they were closed down. The "short, sharp shock", which replaced them, had a re-offending rate just as high.
