  HO45 /24535; This extract from 1906 shows that there was criticism of flogging as a punishment used in prisons at that time. It was eventually abolished in 1948.
  Note the description of Colonel Isaacson in source 2: this is meant as a term of approval, yet would hardly have been used 20 years earlier.
