SP 45/10; extract from a Proclamation
issued by Charles I, 1630. It recognises the distinction made
in previous Acts that some people are too poor to work and should
be looked after, while others are vagabonds and should be punished.
It also links vagabonds with "pestilence" (= the plague).
As you read these four sources,
look for:
1. What seems to be the government attitude to these poor people?
2. What is the government doing to them?
