This seems to be the full printers plate design of a similar pattern [registered as a quarter repeat pattern, the four repeats forming a whole design] also registered by JG Hughes in June of the same year, see design 209185. The manufacturer of the design is not known. The design is composed of Rose, Thistle and Shamrock. These flowers are often referred to as 'Royal Flowers' or 'Union Flowers' and represent England, Scotland and Ireland.
