Consolidation of Egypt's debts

Second Document.

The Viceroy of Egypt desiring to conclude an arrangement as well for the consolidation of the Debts of his Gov[ernmen]t and of his Davia[?] - or administration of his private property - as for the reduction of the excessive charge caused by those Debts, and wishing to afford all evident proof of his firm intention of assuring all guarantees given to the interests at issue, has resolved to name Foreign Commissioners for the purpose of superintending and directing the operations of a special Caisse to be entrusted with the regular management of the said debts and sinking fund.

And he has consequently requested the respective Govts to be so good as to propose, for appointment by him, officials...
