Could I request the user survey raw data submitted to the Legislation.gov.uk website for 2018, 2019 and 2020, in Excel format?
We are unable to provide you with some of the information you have requested because it is covered by the exemption at section 40(2) of the FOI Act, which exempts personal information. For further information about why this exemption has been applied, please see the explanatory Annex at the end.
Please see below for links to three Excel documents containing the user survey data collected by legislation.gov.uk from 2018-2020. Columns in the datasets that contain information on the users’ IP addresses, names, email addresses and telephone numbers have been withheld under section 40(2) of the FOI Act, and removed from the datasets in their entirety. Any other information that could potentially identify individuals has also been withheld under this exemption.

Section 40(2): Personal Information where the applicant is not the data subject
The Data Protection Legislation prevents personal information from release if it would be unfair or at odds with the reason why it was collected, or where the subject had officially served notice that releasing it would cause them damage or distress.
In this case the exemption applies because the information contains the personal and sensitive personal information of a number of identifiable individuals who can be presumed living.
