Please supply, under the Freedom of Information Act 2000, the parliamentary paper – either the Command Paper or the House of Commons paper – which the National Archives hold in relation to this independent review of the Disguised Remuneration Loan Charge.
In September 2019, the then Chancellor of the Exchequer Sajid Javid commissioned an independent review of the Disguised Remuneration Loan Charge on behalf of the government, with Sir Amyas Morse appointed as lead reviewer. The conclusions and recommendations of this review were published in December 2019.

I can confirm that The National Archives does not hold this information. Any such information would not be held until 2039 at the earliest under the 20-year rule, and only if the transferring department decided to include the publication in a deposit to The National Archives.
