Report of visiting justices of Gaol and Bridewell,Bodmin

 

1. Reported completion of all new buildings

 

2. Repairs on old gaol commenced. Chapel repaired and enlarged, and adapted to classification of prisoners.

 

3. Resulting on great increase of prisoners committed from towns not chargeable to county rate, suggested necessity of entering into contracts for their maintenance.

 

4.Number of prisoners greatly exceeded that of previous year.

 

Governor's report

 

1. New buildings in Men's Gaol now occupied.

 

2. Completion of alterations in chapel

 

3. "The Drop", for the execution of criminals, ordered at last sessions, not yet commenced.

 

4. No agreement having been entered into with local authorities for maintenance of prisoners committed to county prisons, governor asked justices for guidance on amount to be charged. He suggested that 1s. per diem for each prisoner would cover cost of maintenance.

 

5. Continued orderly conduct of prisoners.

 

6. Gave statement of number of prisoners incustody in Bodmin gaol and house of correction as follows:-

Chaplain's report

 

1. Essental benefits derived by prisoners "both to the morals and personal comforts" from the latest improvements. "Promiscuous intercourse" which formerly existed is now completely prevented by the extensive classification recently made. Considered "the prisons among those which are considered the best regulated in the Kingdom." Until last quarter when his duties interrupted by alterations to chapel, chaplain read selection of prayers from Liturgy. Also preached morning and afternoon and once on Good Friday and Christmas Day.

 

2. Sunday school "very numerously attended, and liberally supplied with Bibles and other Books for their study by the kindness of the Magistrates."

 

3. Regretted to report "an ignorance of these [religious] duties yet prevails ... to a melancholy extent".

 

Surgeon's report

 

1. Favourable report. "The regular dietry, cleanliness and management of the Prison have prevented a recurrence of the fever which for so many years occurred at this Season" ... "diseases principally venereal brought in by the Prisoners have been very much increased and there are several very bad cases on the sick list". As small pox prevalent in neighbourhood all children and vulnerable prisoners vaccinated during last month. Three deaths occurred:-

 

Mark Nicholls, accidentally killed whilst working in the quarry.

 

Thomas Hugo, a debtor, died suddenly from rupture of blood-vessel.

 

William Walkey brought in in dying state and only lived few days.

 

Chairman certified no alterations taken place in number of gaol officers or servants, but addition of £5 p.a. made to salaries of two turnkeys, to the miller, shoemaker and superintendant of tread wheel.

James Roberts and William Tonkin, both of Paul, labs., indicted for stealing five hundred "dead Pilchards", value 5s., wares of Thomas Leah and others "in a certain [...left blank] in the port of Penzance, and for stealing another five hundred fish property of Thomas Leah and others: both received two months' hard labour in Bodmin gaol.

County gaoler to present account of prisoners committed to gaol and bridewell by jurisdictions not contributing to county rate. Payments to be made to clerk by those jurisdictions. Justices prepared to contract with other authorities in charge of gaols and houses of correction for care and maintenance of prisoners, according to Act of 1825.
