Son of Richard Bulkeley of Pencombe near Bromyard, Herefordshire. His Lieutenant's passing certificate, TNA document reference, ADM 107/34 folios 295-297, states that he was baptised in Halifax, Nova Scotia on 10 October 1784 and that he was the son of Richard and Emma Bulkeley.
