            <description><![CDATA[The Think Tank Policy Exchange has published a report note by Chris Yiu entitled&nbsp;<a href="http://www.policyexchange.org.uk/publications/category/item/a-right-to-data-fulfilling-the-promise-of-open-public-data-in-the-uk" target="_blank" title="External website - link opens in a new window">'A Right to Data: fulfilling the promise of open public data in the UK'</a>. The report includes three recommendations: to enshrine the right to public data in legislation; that responsibility for open data should rest at Board level in public sector bodies; and that every public sector body should define its public task and associated data requirements. ]]></description>

            <description><![CDATA[OPSI, part of The National Archives, has published the second VHP-OGC complaint progress report which can be viewed <a href="/documents/information-management/vhp-and-ogc-second-progress-report-v1.0.pdf">here</a>.&nbsp; It notes tangible progress in that an electronic version of the PRINCE2 Manual has been made available and an embargo period for the publication of derivatives has been established.&nbsp; The report also comments on the extension of the existing publishing contract while options for the Best Management Practice portfolio are under review.&nbsp; OGC is required to report back to OPSI by December 2012 with licensing activity being monitored through the Information Fair Trader Scheme in the interim. ]]></description>

            <title>International PSI Policy Workshop</title>

There was agreement to the need for interoperability of licences and a recognition that there could be more than one licence solution sitting beneath a set of agreed licensing principles common to us all.&nbsp;&nbsp; We agreed to follow through developments in each of our jurisdictions and in Europe to deliver this understanding given changes in our policy areas.&nbsp;We also agreed to keep the dialogue going.  ]]></description>

            <description><![CDATA[Neelie Kroes, European Commission Vice President&nbsp;responsible for the digital agenda, gave a speech in Brussels last month on the subject of 'Opening up Europe: from Common Standards to Open Data'. The speech stated that 'at the end of November, I will be proposing to my fellow Commissioners that we adopt our next steps on the re-use of public sector information, and a proposal for an improved Directive... In particular, we'll be looking at the way data is disclosed - the formats and the way data licenses operate to make re-use straightforward in practice. We'll also be looking at charging regimes because expensive data isn't "open data". In short, getting out the data under reasonable conditions should be a routine part of the business of public administrations.'             <title>New free file profiling tool now available from The National Archives</title>

            <description><![CDATA[DROID (Digital Record Object Identification) is a new, free profiling tool from The National Archives to help manage information risk. DROID can identify over 770 different formats, using a combination of file format extensions and over 300 digital signatures that look inside the file itself to determine its format. This includes most document, audio, video and image files in common use. It can tell you what formats you've got, when they were last modified, what versions you have, their age and size - and provide you with data to help you to find (and delete) duplicate files. You can use the information DROID gives you to assess whether you hold information in formats that are no longer supported by your existing technology, and to identify formats that may require active intervention to make sure they remain usable. It can also highlight information that hasn't been modified for a number of years, and which may no longer have business value. DROID can scan individual files and directories or entire repositories holding millions of files. It can be installed with minimal impact on your systems. It is open source, and can be downloaded and run without any restriction, completely free of charge.
