| "That this Mass Meeting of Workers re-affirms the declarations
on the Unemployed Problem as agreed to at the Special Conference of
the Labour Representation Committee at Liverpool in January last,
that Unemployment is due to monopoly and the lack of a proper organisation
of industry; that fuller powers should be conferred upon local authorities
for dealing with the question; that great public works should be undertaken
by the Government; that a Ministry of Labour should be created; and
that the penalty of disfranchisement should not be incurred by able-bodied
workers for whom work is provided. It accepts the Unemployed Bill
in so far as it recognises the responsibility of public authorities
to find work for the Unemployed which shall not carry with it the
taint of pauperism or the penalty of disfranchisement; but declares
that if the Bill is to be satisfactory it must apply to the whole
country; all limitations upon rates of wages must be removed; most
of the cost must be found by the National Exchequer; and the powers
of the Committees created must be greatly extended. This meeting,
therefore, urges the Government to accept such amendments, and then
pass the Bill this Session." |
