In this 'memorial and petition' to the King, the Court
of Directors of the East India Company, East India House, London,
seeks a licence to increase their military forces in the East Indies.
They request authorisation to enlist 2,000 soldiers in times of war
and 1,000 in times of peace, for 'the security and protection
of their trade and possessions'.
