Sir, I have the honour to report that on my recent visit to Halifax to meet the D11 and D12 I asked permission of the Director of Child Welfare to visit some of our C.O.R.B children in their Canadian foster-homes.  Mr Blois readily agreed to my proposal and instructed his assistant, Mr McKinnon, to accompany me.  I asked that the homes should be chosen at random and not especially selected from the "top drawer".
