The British North America Act of 1867 made it lawful for the Queen, with the advice of Her Majesty's Privy Council, to make Rupert's Land and the North-West Territory part of the Union [Federation of Canada] if the Houses of Parliament of Canada ask her to, and on the terms and conditions that they ask and the Queen approves. ......

Under the terms of these Acts, both the Houses of Parliament of Canada have asked Her Majesty to unite Rupert's Land and the North-Western Territory with the Dominion of Canada, on certain terms and conditions (which are contained with these papers, marked B) as approved of by Her Majesty.
