• The Foreign Secretary's reference to Berlin means the building of the Berlin Wall in August 1961.
• When he mentions Geneva, he is talking about the United Nations committee on nuclear disarmament. This committee was based at Geneva, and the nuclear powers met regularly in the late 1950s and early 1960s. They agreed various limits on nuclear tests.
• The USSR did end the test ban with a huge H Bomb test in 1961.
