Berlin was divided into four zones of occupation at the
end of WW2.
Each occupied zone was controlled by a military governor,
mainly because the old system of government in Germany had collapsed or could
not be trusted because it was part of the old Nazi regime.
The British military governor met regularly with
the military governors of the American and French zones, and the civilian
mayor of Berlin.
