Sir,
I take the liberty to inform you
that the lamentable state of demoralization of this Town,
the consequence of a flourishing trade & a dense
population requires the existence of an active police, such
as under existing circumstances cannot be looked for.

The debauchery, the extreme licentiousness
& the continual state of drunkenness of the lower orders
are productive to themselves, to their families & to
the respectable inhabitants of the Town of the greatest
evils. The streets are all day long thronged with
intoxicated, lawless & obnoxious people, making it
