  HO45/10365/155256; There was always hostility to the Borstal ideal from those who wanted more emphasis on punishment, less on reform. This letter, from 1907, only five years after the first Borstal opened, comments on these criticisms. It goes on to explain in more detail how the Borstal worked and pays tribute to its success.
