  SP 12/51, f.11.2. This is an extract from a list of eight people whipped as vagabonds at Higham Ferrers, Northamptonshire, in 1569. All of them were then given "passports" so they could travel to their home parish without being arrested again.
 
Hints
  As you read these four sources, look for:
1. What seems to be the government attitude to these poor people?
2. What is the government doing to them?
In Source 3, what does the government think about these people? Taking each group in turn, do you think all these people were a danger to law and order? Note from the heading to Section III what is to be done with them.
