The records of Foreign Secretaries' private offices are a major contemporary source for the study of British political history and diplomacy in the modern era. Since 1958 the records of ministers have clearly been recognised as public records. Where selected for preservation, the records have usually been cared for by The National Archives. However the distribution of earlier collections has been more varied and the original copies of the Avon papers are in the custody of the University of Birmingham

The National Archives has held a microfilm copy of the original records for some time. This has been made available to visiting researchers, alongside the Foreign Office departmental records which the collection complements. You can now search and download digitised images of this microfilm.

The extracts had been retained by the Foreign and Commonwealth Office (FCO) since the time of transfer. These retentions mainly relate to references to the work of the Special Operations Executive (SOE) which remained sensitive at the time of transfer. The FCO began re-examining these retentions under the Open Government Initiative and has been able to release many into the public domain.

However, the format of the microfilm copy held by The National Archives made it difficult to splice film of the released extracts into the existing spools. The best way to make the extracts available was by creating a digital version into which scanned copies of the released extracts could be easily inserted.

The originals of the released extracts are being reinstated in the original record to be made available at the University of Birmingham.

The records

The records are of both a personal and a political nature and originally they were organised by country, geographical region or subject.

They consist of correspondence, reports, memoranda and other papers documenting the work of the Foreign Secretary, and are a particularly rich source for the study of diplomacy during the Second World War. The records include much material additional to or expanding on the papers contained in the main run of Foreign Office political records for this period where the paperwork passing through the private office was not passed on into the departmental registry system.

Searching the Eden Papers in DocumentsOnline

Quick Search

The Quick Search box is near the top of the page, on the left.

To search by the catalogue reference type the complete catalogue reference in the Quick Search box. Remember to leave a space between "FO" and the numeric reference, for example, FO 954/21. In this instance this search would return 219 results for browsing.

To search a specific term, enter it in Quick Search, enclosed in double quotation marks, and select the date range of 1900 - 1949. This type of search might return results in more than one category. If so, click on "Home & Foreign Affairs" in the search results summary.

If you know the former departmental reference you can use the Quick Search box. This type of search can also find related documents, for example the document formerly referenced Aa(G)/41/1A and the minute produced in response to it.

Advanced Search

To use Advanced Search click on the "Advanced search" button is near the top of the page, on the left (below the Quick Search box).

Using Advanced Search to find documents relating to Bulgaria from 1941, as an example:

enter "Bulgaria" as the keyword and both the "From" and "To" dates as 1941; deselect All Categories; select only the category "Home & Foreign Affairs"

You can sort search results in date or description order by clicking on the Date or Description column headers.
