Administrative / biographical background:

Apprehensive at the growth of the French textile industry and anxious about taripagess, Yorkshire woollen manufacturers, organised through their local Chambers of Commerce, sent a delegation to northern France in the autumn of 1876 to investigate the state of the French industry and to report back. The two delegates instructed to study the French worsted trade were Henry Illingworth and John Venimore Godwin. These papers were assembled by Illingworth as a result of that expedition.

 

Illingworth was later President of the Bradford Chamber of Commerce in 1882/3 and died in September 1895.
