The Ecclesall Bierlow Union was formed in 1837 under an order of the Poor Law Commissioners. It comprised the townships of Ecclesall Bierlow, Upper and Nether Hallam, Dore, Totley, the parish of Norton, and Beauchief Liberty.

 

The workhouse was built 1842 -1843 at Cherrytree Hill to replace an old workhouse in Psalter Lane. By 1895, as well as the main building, there were schools for boys and girls, an asylum (erected 1859), a hospital with male and female wards, a smallpox hospital, and tramp wards. A maternity block, named the Victoria Diamond Jubilee Maternity Hospital, was opened in 1897. Two more ward blocks were built in the following years and in 1903 the children& apos;s homes known as Fulwood Cottage Homes were built.

 

From 1914, by order of the Local Government Board following the 1909 Poor Law Commission Report, the term & apos;workhouse& apos; was abandoned in favour of the term & apos;institution& apos;.

 

By order of the Ministry of Health in 1925 Ecclesall Bierlow Union and Sheffield Union were dissolved and the new Sheffield Union was created. From c. 1927, after the building of a new maternity block, the Institution became known as Nether Edge Hospital. There were sections for general care, sanatorium blocks for the treatment of tuberculosis, and maternity care. Temporary closure with the loss of TB beds in December 1940 was the result of blitz damage, which also destroyed the dining hall and a nurses& apos; home.

 

38 beds were provided for the treatment of short-stay cases of chronic rheumatism and in 1951 the proposal to provide a geriatric unit with around 120 beds (two male and two female wards) was approved. In 1959 tuberculous patients were transferred to Lodge Moor Hospital. The maternity department was provided with a completely new building in 1968; the department was closed in 1991.

 

The hospital closed entirely in 1997 and a large part of the site, including the main 1840s Kingswood building, was converted into residential use by Gleeson Homes in a & #163;30 million redevelopment scheme. In January 2000 the Porterbrook Clinic, established in 1974, relocated from its original Whiteley Wood premises to rooms in one of the remaining hospital buildings.

 

Administration:

 

On 1 April 1930, under the 1929 Local Government Act, Sheffield Union, including the Fulwood Cottage Homes, ceased to be administered by the Poor Law Board of Guardians and its Hospital Committee, and was transferred to City Council for the sick inhabitants of the city under the Public Health Act, 1875, to be administered through the Hospitals Subcommittee of the Health Committee. As a result, patients were no longer admitted as & apos;necessitous persons& apos; under the Poor Law Act, 1927, but upon medical certificate, except for & apos;necessitous sick persons& apos; for whom the Public Assistance Committee was responsible.

 

With the establishment of the National Health Service in 1948 the hospital came under the administration of Sheffield No 1 Hospital Management Committee (HMC) of the Sheffield Regional Hospital Board, with Nether Edge Hospital the administrative headquarters. On 1 April 1971 Nether Edge Hospital became a teaching hospital, following the granting of University status to the HMC: on 31 March 1971 Sheffield No 1 HMC ceased to be a legal entity and from 1 April the North Sheffield University Hospital Management Committee became responsible for the hospitals in the former grouping.

 

Following reorganisation of the National Health Service from 31 March 1974, HMCs were abolished, replaced by District Management Teams of the Area Health Authority. Nether Edge Hospital was in the Southern (Teaching) District of Sheffield Area Health Authority, within Trent Regional Health Authority. The simplification of the National Health Service in 1982 brought an end to the district management teams. The basic unit of health care provision became the district health authority, and Sheffield Health Authority was created. Nether Edge Hospital was part of the Central Sheffield University Hospitals NHS Trust in 1996; this Trust later became the Sheffield University Hospitals NHS Trust. The Psychiatric Out-Patient Unit was managed by Sheffield Community Health NHS Trust.
